I'm no PHP coder, I'm just a designer so I wouldn't know the first thing about integrating the two, but if it was possible this would be a very useful hack and I believe this could make cuteNews RU a very popular CMS.

Did you mean to say more popular? lol 
One of the hardest parts of trying to get them to talk together is that they are going to use different username/password variables and there might be conflicting variables throughout phpbb3 and cutenews.ru which would take so so so so many hours to determine.
Maybe I'm wrong, that's how I see it though. But, I'm guessing this is a huge reason why it hasn't been tackled. I believe that cutenews.ru itself will soon be powerful enough to be a forum itself if it isn't already.
